Regional Project Manager (Economic Development Rep) 203247

Delivers highly diverse, and sometimes complex business development programs administered by the State.  Prepares and presents state and federal financing options and incentives for new and existing businesses.  Serves as the Commerce business retention liaison in Northeast Kansas.

Job Responsibilities may include but are not limited to the following:

  • Regularly meets with existing businesses in the Northeast Region to help stimulate growth of the Kansas economy. 
  • Communicates with entrepreneurs, company executives and community leaders to help expand and retain business in Kansas.

Economic Analyst 203583

Manages and coordinates contracts with grant sub-recipients. Manages deliverables by contract recipients.

Designs and develops programs in response to program or grant requirements; coordinates and facilitates procurement measures for contract recipients of US Economic Development Administration programs.

Provides training, technical assistance and consultative services to grant partners as requested and/or required.

Assures all assigned programs are compliant, operational and meet objectives. Assures reporting for selected activities serving as a liaison between the department and the US Economic Development Administration.

Office of Rural Prosperity Intern- 204095

The Office of Rural Prosperity’s Summer Intern will help create and support the new RuralbyChoice Champions Program, which will help support individuals who will be tasked with addressing a specific challenge in their community.  This intern would help these champions to organize meetings, set up strategic planning sessions, and coordinate social media messaging around this initiative.  They will also help create a Ruralbychoice Youth Champions network via social media platforms, such as TicToc and Instagram. 

The ORP Summer Intern is based in the Office of Rural Prosperity Office, in the Founders Place building in Independence, KS, and reports to ORP’s Director (“Director”).

Job Responsibilities may include but are not limited to the following: 

  • Work closely with the ORP Director and ORP staff to advance the administration’s priorities and values
  • Work with ORP staff and communication(s) team to develop correspondence to rural stakeholders and partners including social media posts, keeping the website up-to-date, and content for mass email communication
  • Conduct basic research to support ORP meetings, workgroups, and other content creation. Examples may include content intended for: in-depth social media posts, ORP reports and communications with stakeholders and partners, best practices for workgroups, national, state, and local background research, etc
  • Priority project will be to help organize the Rural Champions Program, coordinate logistics for these meetings, and assemble support teams from various state agencies

Community Development

Director (KCAIC) 205303

Kansas Department of Commerce is seeking a highly qualified leader for the position of Director for the Kansas Creative Industries Commission (KCAIC). Kansas Creative Arts Industries Commission is essential to supporting economic development and community development in Kansas by enhancing arts, culture, and creative placemaking opportunities at the community level through programs and initiatives. The KCAIC Director provides direction, leadership, and strategy for the Kansas Creative Arts Industries Commission programs and initiatives, manages the budget and National Endowment for the Arts grants, supervises staff and field representative team, organizes quarterly Commission meetings, and manages the day-to-day administrative functions and activities of the organization. KCAIC is part of the Community Development Division at the Kansas Department of Commerce.

Job Responsibilities may include but are not limited to the following:  

  • Directs and oversees all phases of KCAIC grant programs. Implements administrative rules, regulations, and policy statements and ensures compliance with relevant state and federal agencies (NEA).  Reviews administrative procedures on an ongoing basis and recommends appropriate revisions/amendments to maintain relevancy and efficiency. Develops and maintains reporting spreadsheets; tracks and analyzes program performance and trends to ensure programs are meeting legislative/congressional intent and constituents’ needs
  • Reviews proposals and manages the grant making process with internal and external constituents.  Provides technical assistance to applicants.
  • Provides oversight and guidance to all KCAIC field representatives and staff including communication with potential and current applicants regarding eligibility issues, program compliance and expense allowability, budget variances and all relevant KCAIC and Commerce procedures; analysis of potential projects and partnerships to ensure successful achievement of program objectives and relevancy to local and regional economic and community development strategies; articulation of constructive feedback and proposal improvements suggestions; and overall technical assistance and expertise throughout the life of an approved project
  • Directs, develops, and implements strategies, initiatives, and procedures to integrate all KCAIC programs into an efficient unit that will yield maximum benefits for partners and communities to provide for the long-term growth of healthy cultural ecosystems
  • Serve as liaison with federal and regional partners, including the National Endowment for the Arts and Mid-America Arts Alliance. Work with the NEA to secure partnership opportunities including preparing a state partnership application as often as required by NEA policy

Community Development Block Grant (CDBG) Program Manager 202379

The Small Cities Community Development Block Grant (CDBG) program is an essential funding source for Kansas communities that is housed in the Community Development Division of Commerce.

The CDBG Program Manager manages and implements the federally funded program activities with the CDBG staff, assisting cities, counties, and community organizations with understanding the program, policies, and eligible activities. Providing leadership, establishing vision in coordination with executive Commerce leadership, and implementing strategy for the CDBG team, the Program Manager has the opportunity to impact change. Leading professional development for the CDBG team and communicating positive change and growth will be an essential part of the role.

This position works with the HUD regional and national offices, State and federal legislators, elected officials of cities and counties, city and county clerks, and various State and Federal agency partners and programs.

Job Responsibilities may include but are not limited to the following:  

  • Data analysis and budget management to be responsive to the needs of Kansas communities
  • Plans, revises, and designs the state administered Small Cities Community Development Block Grant (CDBG) Program while complying with applicable federal and state laws and regulations to maximize the use of the available funds.
  • Provides leadership to the CDBG team to attain the program goals and Commerce goals through the Framework for Growth. Plans, assigns, reviews and evaluates the performance of program personnel; assigns professional development annually; manages hiring and coaching of the CDBG team under the direction of the Division Director.
  • Conducts regular meetings with staff to evaluate and monitor progress toward established priority outcomes. Arranges technical assistance to local governments, private companies, and individuals assuring grantee knowledge, success, and compliance. Monitors and evaluates program effectiveness against established performance measures.
  • Gathers data, reviews information with staff, takes corrective action to ensure performance measures are achieved, or makes recommendations to the Division Director regarding adjustments to performance measures. Coordinates responses for Division Director to requests for information from outside agencies and the Legislature.
  • Reviews and analyzes federal and state laws and regulations relating to the CDBG program. Represents the Division in areas relating to the program at workshops, seminars, conferences, and other meetings with private and public officials. Directs comprehensive financial auditing throughout the life of projects to verify project achievements and compliance with applicable federal and state laws and regulations covering grant funding activities. This same responsibility is applicable to projects funded by cities/counties with funds generated by repayment of grant awards (i.e. program income) loaned to businesses for expansion or start-up projects. 
  • Assists the Division Director in developing the annual administrative budget for the CDBG program and monitoring expenditures to assure adherence to budgetary constraints, and performs other duties as assigned by the Division Director

Salesforce Data Integrity Officer 205236

The Data Integrity Officer would be positioned within the IT department while also reporting to the Lead Analyst of the Data & Research division.   • Provides research, analysis and information in support of business recruitment projects as required, including support of Requests of Information (RFIs). Advantage Kansas Coordinating Council Director- 205183

In collaboration with the Advantage Kansas Coordinating Council (AKCC), implement the Advantage Kansas strategic direction designed to fully realize the vision, mission and goals, communicate with the council membership and external stakeholders, prepare reports prepare for AKCC meetings, and represent AKCC at assigned meetings. This position is highly independent and self -directed requiring a person who is self-motivated with the ability to work as a member of multiple teams. Program Specialist I provide the full array of job candidate and employer services. Valid Driver License and ability to travel to communities throughout the local area or other assigned locales. On rare occasions, overnight travel will be required.

Job Responsibilities may include but are not limited to the following:  

  • Meet with Migrant and Seasonal Farmworker (MSFW) participants to assess employability and eligibility of workforce service assistance programs; identify employment barriers/challenges; interpret rules/regulations and explain rights and responsibilities of participants.
  • Plan outreach to Migrant and Seasonal Farmworkers. Work with partner agencies such as SER, and Migrant Ed, Kansas Statewide Farmworkers Health Program.
  • Refer MSFW job seekers to seasonal, permanent, agriculture and non-agriculture employment.
  • Enter all daily and monthly outreach activities and report into electronic system data tracking system.

Pay starts at $16.16/hr., then staff enter the Kansas Registered Apprentice Program the beginning of the year after hire where pay increases to $17.39/hr. at the end of the first year, and to $19.16/hr. at the end of the second year. 

The Kansas Registered Apprentice Program is a structured training program where staff gain specific skills and competencies enabling them to fill multiple roles within the workforce system.

TAA Case Manager (Program Specialist) 204097

This is technical work interviewing clients to determine potential eligibility for the WIOA/TAA program and customizing services thereafter. The position is located at the Wichita Workforce Center in Wichita, KS.  There is occasional local travel involved; only rarely will overnight travel be required.

Job Responsibilities may include but are not limited to the following: 

  • Gathers supporting documentation to determine eligibility in accordance with WIOA/TAA regulations
  • Evaluates the employment and training needs of applicants.  Creates individual employment and training plans with the applicant and the timeline to complete the objective
  • Completes contracts for training programs with training providers
  • Monitors participant’s progress while participating in a training program which continues through employment
  • Completes all necessary paperwork and documentation of activity in ServiceLink according to state and local procedures

Apprenticeship Grant Coordinator-IT Sector

The main purpose of the Apprenticeship Grant Coordinator is to develop new Registered Apprenticeship opportunities and expand existing Registered Apprenticeship programs in the State of Kansas with emphasis on but not limited to the IT sector.

Job Responsibilities may include but are not limited to the following:

  • Perform the operation of statewide Registered Apprenticeship Program in accordance with state and federal laws, regulations, policies, guidelines and standards.
  • Promote public awareness of program through presentations and meetings with employers, legislative committees, associations, Local Workforce Investment Boards, state agency staff and other interested groups.
  • Carryout registered apprenticeship program business plan that sets forth strategies and benchmarks to provide superior customer service that supports the vision and mission of the Workforce Development organizational unit.
  • Work directly with partners and staff to negotiate for the development of high wage opportunities for Kansans, by helping prioritize critical industries and occupations.
  • Coordinate externally with businesses, community colleges and technical schools for implementation of strategic direction and responds to public request for information and assistance.

  • Provide RAPIDS support to registered sponsors as needed.
